How to send WhatsApp marketing campaigns without getting your number restricted
Updated November 2, 2026
The short answer
To avoid restrictions, message only people who opted in to hear from your business, send approved templates in the right category, and target segments that expect the message. Meta rates templates on customer feedback and engagement, pauses poor performers, and restricts accounts that keep breaking its policies. Start small, stay under your messaging limit, check quality and failure codes after every send, and remove anyone who asks to stop.
Key takeaways
- Meta requires opt-in that clearly states the person is agreeing to hear from your business and names that business. You must honor stop requests made on or off WhatsApp.
- Template review can take up to 24 hours, and a template that mixes utility and marketing content is treated as marketing.
- New business portfolios can message 250 unique people outside customer service windows in a moving 24 hours, and all numbers in the portfolio share that limit.
- A template that reaches the lowest quality rating is paused for 3 hours, then 6 hours the next time, and disabled the third time.
- Repeated policy violations can lead from a warning to blocks of up to 30 days, an account lock, or permanent disablement.
What gets a WhatsApp number restricted?
Meta restricts accounts that repeatedly break its policies, and it separately limits senders whose quality stays low. Its enforcement page names spam and template misclassification among repeated violations, along with high-risk categories such as gambling, alcohol and tobacco. On quality, Meta's opt-in documentation says its systems will rate limit a business whose quality is low for a sustained period.
This guide covers the WhatsApp Business Platform, the API route that campaign software connects to. Meta says an account first gets a warning naming the policy it broke. You can then appeal or acknowledge the issue where the violation type allows it, and decisions typically take 24 to 48 hours. Meta warns that some spam violations cannot be appealed, so you may have to wait for the restriction to end.
If violations continue, restrictions get gradually longer. Meta lists these steps:
- A 1 or 3 day block on marketing, utility and authentication templates, and on adding phone numbers.
- A 5, 7 or 30 day block on all messages, and on adding phone numbers.
- An account lock, which blocks all sending indefinitely and can only be removed by an appeal.
- Permanent disablement if a business makes no changes after multiple warnings and restrictions.
- Immediate offboarding for violations that cause severe harm to users. Scams are among Meta's examples.
How do you collect opt-in that meets Meta's rules?
You need the person's mobile number and their permission to receive messages from your business, in wording that clearly says they are opting in and clearly names the business. Meta leaves the method to you. Its examples include a website, SMS, a phone menu, and an in-person or paper signature, so a checkbox on your order form or a signed form at your branch can both work if the wording is right.
Look hard at the lists you already hold. A number a customer gave you to arrange a delivery does not show they agreed to hear about offers, and WhatsApp's policy says people should expect the messages they receive. It also says WhatsApp may evaluate a business's opt-in flows after the fact. Meta does not prescribe a record format, but you should be able to show where and when each person agreed.
The policy makes you solely responsible for your opt-in method and for any notices and permissions the law requires. Privacy and marketing rules in Saudi Arabia, Jordan and Iraq may ask for more than Meta does, so confirm your wording with a legal adviser.
Meta's best practices add a few habits that protect your rating:
- Get opt-in that covers the categories of message you plan to send, or ask for each category separately. The policy says separate opt-ins reduce the risk that people block you for unsolicited messages.
- Explain what people will get from your messages, so the promise on the form matches what arrives.
- Tell people how to opt out of specific categories, and honor requests that reach you anywhere, including a phone call to your branch.
- Watch your quality ratings closely when you roll out a new way of collecting opt-in.
How do message templates and approval work?
A campaign has to use a template that Meta has approved, because a business on the Platform can only start a conversation with an approved template. Templates are reviewed automatically when you create or edit them, using automated systems and manual review, and a decision can take up to 24 hours. Submit well before a Ramadan or Eid offer so a rejection does not cost you the date.
Every template needs one of three categories: marketing, utility or authentication. Meta counts awareness, sales and retargeting as marketing, even when a user asked for the message. It also treats mixed content as marketing, along with templates whose purpose is unclear, such as one that only says Congratulations.
Do not label a promotion as utility to get it through. Meta approves a utility template it judges to be marketing as marketing, and it can change the category of approved templates. A business that consistently misclassifies can face a warning, a cap on utility volume, a block on new utility templates and, if misuse spans several accounts, restrictions across all of them.
If a template is rejected, you can edit and resubmit it or file an appeal that includes a sample. Appeals are also decided within 24 hours. Meta's review page lists these common reasons for rejection:
- Parameter mistakes: mismatched curly braces, special characters such as # or $, numbering out of sequence, too many parameters for the length of the message, or a template that starts or ends with a parameter.
- Spam or scam-like content, abusive or threatening content, or a breach of Meta's Commerce or Business policies.
- Asking for sensitive identifiers in full. Meta allows partial identifiers.
- Body and footer wording that duplicates a template you already have.
What are messaging limits and how do they grow?
A messaging limit is the maximum number of unique people a business can message outside a customer service window in a moving 24 hours. Replies inside an open window do not use it up. Meta sets the limit on the business portfolio, so a second number does not give you a second allowance.
Meta's limits page does not say what happens when you reach the limit, so plan each send to stay under it. You can check your current limit in WhatsApp Manager under Account tools, in the Messaging limits panel. As Meta documents it today:
- New portfolios start at 250. The next levels are 2,000, 10,000, 100,000 and unlimited.
- To reach 2,000, you can verify your business, have the partner who onboarded you verify it, or send 2,000 delivered messages to unique numbers outside service windows within 30 days using high-quality templates. Meta then analyzes your message quality and approves or denies the increase.
- Above 2,000, the limit rises one level within 6 hours if your messages are high quality across all numbers and templates, and you used at least half of your current limit in the last 7 days.
- All numbers in a portfolio share the limit, and Meta warns that one number can use all of it.
How does Meta judge the quality of your campaigns?
Meta rates every template on usage, customer feedback and engagement, and both negative feedback and low read rates pull the rating down. Ratings are high, medium or low, and a new template stays pending until there is data. Meta's page gives no numeric threshold, so treat a drop to medium as your signal to stop and fix the message, because Meta says a medium template may soon be paused or disabled.
Quality also applies to the number. Meta assigns ratings per phone number as well as per template, and a number's status reflects its rating and its messaging limit. A number must be connected to send. Pausing a template does not affect the number at first, but Meta says repeated low-quality templates may eventually affect it. Its help center explains how these statuses appear in WhatsApp Manager, so have whoever runs your account read it.
Since new templates can be held back, send a new one to a small group of your most engaged customers before the full list. That is our suggestion, not a Meta rule. Three mechanisms act on a campaign while it runs:
- Pacing: Meta may hold part of a send for new templates, unpaused templates and older templates without a high rating, while early feedback comes in. With good feedback the held messages go out. With poor feedback the template is paused and the held messages are dropped. A template paused this way must be unpaused by hand.
- Pausing: a template that reaches the lowest rating is paused for 3 hours, then 6 hours the second time, and disabled the third time. Editing a paused template sends it back to review.
- Per-user limits: WhatsApp may cap how many marketing templates one person receives from any business, based on signals such as their recent read rate and how full their inbox is. Marketing messages sent inside a customer service window do not count. Meta also says it does not currently deliver marketing templates to United States numbers.
How should you segment your audience?
Send each template only to the people it fits and who agreed to that kind of message, since customer feedback and read rates feed your quality rating. Meta does not set rules for segments, so the list below is practical advice. A smaller list of people who want the offer is safer than a large list of people who mostly ignore it.
Size matters as well. If a segment is bigger than your messaging limit, split it across several days, and count every other campaign running from any number in the same portfolio. A sensible way to cut a list:
- Remove first: anyone with no recorded opt-in, anyone who opted out, and anyone who has already had a promotion from you this week.
- By behavior: customers who bought a related product, or who asked about it recently.
- By place: a Riyadh branch offer should not reach customers in Amman.
- By language: send Arabic to people who write to you in Arabic.
- By recency: keep contacts who have gone quiet apart from active customers, and test on them with a small send, because low read rates count against the template.
How do you measure delivery and spot trouble early?
Track sent, delivered, read and failed for each campaign, and read the error code on every failure. Meta defines sent as leaving its servers, delivered as reaching the person's device, and read as displayed in an open chat. If someone reads the message while already on the chat screen, Meta sends no separate delivered update, so count read messages as delivered too. Meta charges only for delivered messages, at a rate set by category and the recipient's country.
Template analytics show sent, delivered and read counts, plus clicks on URL and quick reply buttons, by day for up to 90 days. Meta says read and click event data is only available for up to 7 days, so record your results within that week.
Replies are part of the result as well. Each one opens a 24-hour window and needs someone to answer it, which is a separate job covered in our guide to answering from one WhatsApp number as a team.
These error codes tell you what to do next:
- 131049: not delivered to maintain healthy ecosystem engagement, which includes the per-user limit. Wait at least 24 hours before resending, because earlier attempts will likely fail and can make your delivery reports less accurate.
- 131050: the person chose to stop receiving marketing messages from your business. Do not retry, and add them to your exclusions.
- 132015: the template is paused for low quality. 132016 means it was paused too many times and is permanently disabled, so you need a new template with different content.
- 131048: restrictions apply to how many messages this number can send, possibly because too many earlier messages were blocked or flagged as spam. Stop the campaign and review your list and content before you send more.
- 130429: you hit the throughput limit. Try again later or send more slowly.
How does Repzo handle WhatsApp campaigns?
Repzo Send is the outbound campaign tool in Repzo Workstation, and it runs WhatsApp, email and SMS campaigns from one builder. You pick a channel, write the message or WhatsApp template, choose an audience, then send now or schedule. Messages can be personalized with contact, company and custom-field variables.
On the rules in this guide, Send honors per-contact consent and suppressions and paces WhatsApp sends to your Meta daily messaging limit. Each campaign shows sent, delivered, read and reply outcomes.
Audiences come from Repzo Segments or from inline rules set on the campaign. A segment is built with filter rules across leads, contacts, accounts, deals, tickets and invoices, including fields such as last activity and tags, so you can build one for contacts inactive for 30 days or more. Dynamic segments stay current and static ones stay fixed. Repzo freezes the audience at send time, so past campaign reports remain accurate if the segment changes later.
Meta still reviews your templates and rates their quality, and the opt-in wording stays your responsibility. To see how this fits your number and customer lists, talk to our sales team.
Frequently asked questions
How many customers can I message on WhatsApp when I start?
A new business portfolio starts with a limit of 250 unique people outside customer service windows in a moving 24 hours. Verifying your business is one of three paths to 2,000, subject to Meta's review of your message quality.
Can I send a campaign to a customer list I already have?
Only to the people on it who gave you permission to message them. WhatsApp's policy requires opt-in and says people should expect what they receive. A purchased list or numbers collected for another purpose may not meet that, so check each source first and take advice if you are unsure.
How long does WhatsApp template approval take?
Meta says a decision can take up to 24 hours. A rejected template can be edited and resubmitted, or appealed with a sample, and appeals are also decided within 24 hours.
Why was my WhatsApp template paused?
It reached the lowest quality rating, which reflects negative customer feedback or low read rates. The first pause lasts 3 hours and the second 6 hours. A third disables the template. Meta can also pause a template during pacing, and that pause has to be lifted by hand.
What does error 131049 mean?
Meta did not deliver the marketing template, which can happen when the person has reached their per-user limit. Wait at least 24 hours before trying that person again, and do not count those retries in your delivery numbers.
Can I get a restricted account back?
You may be able to appeal or acknowledge the violation, depending on its type, and Meta says decisions typically take 24 to 48 hours. If the violation is reversed, the account returns to its previous status. Some spam violations cannot be appealed, so you would wait for the block to end. An account lock can only be removed by an appeal.
